My next big problem is that when i installed windows, it will install networking components and you can either automatically and manually configure the network settings (tcp/ip protocol, file sharing etc) while in the beginning on windows xp installation. But for me the window never came up. So i thought maybe my cable modem had to powered and plugged in, still didnt work. The network card cannot be installed at all because it cannot find tcp/ip protocol I cannot find anywhere to install that. Help.

AS soon as windows detects any network component like a modem or a NIC, then is should install all network files along with TCP/IP by default.
First check in Device Manager to see if your network card is properly installed. If there is a yellow icon next to the NIC then you probably need to install separate drivers for it. You don't need TCP/IP to install a network card.
If the network card is properly installed then run the Network Setup Wizard, answering the questions as appropriate. This will then install TCP/IP which can be accessed from Network Connections on the Start Menu.
