Taskmgr.exe using lots of CPU %

Further to my post about installing XP on this old laptop, well I did so, and it works very well considering the spec.

One thing I am confused about though is Taskmgr.exe - the actual process of taskmgr.exe inside of Task Manager. I'm looking at the screen on the laptop right now, with no apps running, and TASKMGR.exe is constantly using 24-26% of the CPU. Any idea why this would be? Surely the processor isn't that bad that a simple application like this would eat up that much % of CPU time!

Once it is started taskmgr should not use any cpu.
