Taskbar won't show when booting up WinXP

When I boot up Windows XP, sometimes, some items such as "SQL server" in taskbar (in right bottom) would not be shown, while sometimes shown. Why such instability occurs? I would like them be shown everytime, thus I can access it. How to address it? In Windows 98, I don't have this problem.
