I have two general problems that may or may not be interelated. The one that concerns me most is an issue with my taskbar. Every minute or so during full screen applications such as movies or games, the taskbar pops up as just the thin line like when it is hidden. This causes all full screen games and movies to kick out into the desktop area. I am also having a problem with some sort of spyware, I have cleaned up the desktop with norton/adaware and popups continue to persist although there are no processes running in the taskmanager. Could a system process be infected and if so would this have anything to do with my taskbar problem?

Sounds like you've got an ad program running, and they don't all show up easily. Check your Add/Remove Programs applet for anything that looks like it might be adware. Then check the procceses running. And double-check your system tray for programs that are running, some of them run and then open the adware software....
