Taskbar lock ups (Windows XP)

This problem is driving me crazy because I have no idea what's causing it: the windows taskbar has been locking up fairly often. I can still (usually) open programs from the desktop and continue working on whatever programs I was using, but nothing on the taskbar will work. Also, Task Manager will NOT open when this problem occurs, so I usually have to restart. Sometimes, after a long while, it will unlock and the comp will take a bit to get back to normal. I've scanned for a virus and spyware several times with several different programs and got nothing significant. There seems to be something constantly eating away at my system resources, but I don't know enough about computers to figure out what. Please help!

use your task manager (although it will take a while to come uo when your system is busy), find the 'perp' hoggibg down your system resources and get rid of the program.
also google for windows xp services tweak guides.
