taskbar freezes on startup

Specs: windows xp sp2, 192 mb ram
hi friends i recently formatted my computer and after like five days i turned up the system and the taskbar hangs even desktop icons does not respond. taskbar shows no icon only clock. i have avast antivirus running. please i need help

Can you boot into safe mode?

Shutdown your computer but before Windows launches, press F8.

On a computer that is configured for booting to multiple operating systems, you can press F8 when the boot menu appears.

Use the arrow keys to highlight the appropriate safe mode option, and then press ENTER.

Once in safe mode (with networking if you want internet access) we can proceed with further troubleshooting. If it locks up in safe mode, you likely have a larger issue at hand.

Make sure when you reinstall, you delete ALL partitions & format to NTFS.

XP - D to Delete the selected partition

Here are some examples of why you delete all partitions.

Try to start Taskmanager by pressing CTRL+SHIFT+ESC.
In Taskmanager rightclick on Explorer.exe, and choose End process.
After that, also in Taskmanager, click File / New task (run...) and type in explorer, than click ok.

See what happens.
If the desktop comes up, open the eventviewer and check the logs for errors.
