Taskbar and startmenu link??

In control panel most of the items in there are linked to a cpl. 'Taskbar & startmenu' is not. Can someone please tell me what it is a link to? (i.e 'Add & remove progs' is linked to appwiz.cpl). As i am restricting an account and need to know (I checked taskman.exe and its not that)
