taskbar and start menu disappeared

Specs: Windows XP
(a) taskbar and start menu disappeared. (b) nothing happened when i clicked "help and support"; it can't be opened/ accessed. (c) "paste" is disabled (greyed out) at the right-click menu, which means copy-paste is not working (chrome is the default browser). (d) the sole user name was found changed/ replaced by "699F01E77B5046D", and now i have no access to the user profile. At the "User Accounts", there're two tabs- "Back" and "Home"; i clicked and clicked at both but nothing happened. however, the computer can still be opened and shutdown.
It's windows XP.

At some point you almost have to consider drastic action. Reload the whole thing would be my choice.

You may be able to fix it by using a "restore point". It can't hurt to try that.

1/3 of highway deaths are caused by drunks. The rest are by people who can't drive any better than a drunk.
