my task manager has become disabled,
I had the smart virus program that seemed to cause this issue I was able to get rif of the smart virus but can not seem to be able to open the task manager any longer

Ya , this is smart virus program which disable alt + ctrl + del option to get task manager, you can start it by following steps
* Click Start
* Click Run
* Enter gpedit.msc in the Open box and click OK
* In the Group Policy settings window
o Select User Configuration
o Select Administrative Templates
o Select System
o Select Ctrl+Alt+Delete options
o Select Remove Task Manager
o Double-click the Remove Task Manager option
Make it disableTry above and good luck
After restarting if you find this problem again you need good anti virus ( I suggest Avast it good and free too)

Kathy, It appears that you're running Windows XP Home Edition so you won't have the Group Policy Editor (gpedit.msc) since that's only available with Windows XP Pro Edition.
Go to the link below and follow the instructions. Methods 1 or 2 are painless and should correct your problem.
