Task manager disabled by Admin???

I'm trying to help a friend out thats having a problem. She has all of a sudden been getting an error on her Winxp home version pc that says "Task manager has been disabled by the administrator". She also is getting "Registry has been disabled by Administrator" as well. I've tried searching google but can't find anything. I've only really got a little experience in win98se so I'm not sure how different xp is. If anyone can figure this out I'd greatly appreciate it. Thanks.
