Task Manager blank name/can't open

When I press ctrl+alt+delete the task manager opens in the task bar, but there's no name beside the icon. I can still see the green CPU usage bar in the toolbar. The name for the Task Manager is completely gone - even when I try to switch to it through Alt-Tab.
It doesn't bring up the window to close running programs and it's definitely not disabled from the admin controls.

Try double clicking on the gray border. That should fix it.
