Task manager and regedit wont load

Right when i press CTRL, ALT + DELETE my task manager pop's up but then it just dissapears again its like a game trying to close a program that i cant close manually i have to be very fast to did it in task manager before it dissapears altogether also i tried going into regedit to delete something and that also does the same thing loads then closes again pretty much straight away any ideas folks?
