Task and Menu bar

I am having two problems. One with the Menu bar and the other with the task bar. The task bar stays gray until I move my mouse over it at which time it looks like it is supposed to. How can I stop that and keep it the XP blue. Ihave umlocked and locked the task bar. This does not help. The menu bar is gray and all of the menu items are all bunched up on one line. I have tryed to drag them below. But I am unable to move any og them.

Im not sure if i am on the right track, but you may have it on the classicc view (to change: right click start > properties > then change from classic).
It could also be an option in display properties you could try changing (to change: right click on desktop > properties > have a look at your appearance and settings tab)

A recently installed program may have changed it too.
