You barely have enough there to run XP.
You need a faster processor, Much more RAM, and as for the Safe to turn off your PC message tells me you must have an AT power supply, rather than an ATX power supply.
I would recommend that you put 98 back on that PC and get you a faster, modern PC to run XP.
I recommend no less than 128 meg of RAM. I prefer to use 512 meg of RAM.
And at least a 733mhz processor or much...much faster.
And of course an ATX power supply and a Motherboard with ATX form factor.

Good Luck.

And about your shut down problem.
You may have an application hanging at shutdown.
Check the event viewer.
Start/Control Panel/Admin tools/event viewer.

Do you have "Clear Pagefile at Shutdown" option enabled? If so, look here

Shutdown is very slow - Windows XP

excerpts:

When you shutdown your Windows XP computer, it may take more time to complete the shutdown process. Slow shutdowns are caused by a number of factors. One of the common cause is the 'Clear Pagefile at Shutdown' option enabled.

Alternatively, use google with the following keywords

windows xp slow shutdown

You will see other possible causes. They're too innumerous. Select the one that closely address your situation.

True, the paging file being cleared at shutdown will make the shutdown process longer.
The recomendations on xp, I have no problem recommending the much larger processor and the enourmous amount of ram, however, any machine over 500mghz in processor with 128 of ram will run xp fine. Now, to say that, just don't run many processes or programs if you do the above. I have a 233meg mmx, 128 ram that runs like a top with xp on it.
The real answer is to run that which fits your style of computing.
The shutdown process can also take longer if you have several programs in your taskbar that have to close in order to shut down. I would limit those to less than 8 or 9.
