system32/drivers/pci.sys Problem

i got this message when tring to log on yesterday. so i did some research and found it need to use recover console ... no problem. i boot into the console and tried finding the file but cant find it kept getting a access denied message.so searched somemore and found i need to set the AllowAllPaths = true in which they are all set to false currently. well i cant do this says i dont have access. now i cant boot into anything just keep getting this error screen with the system32/driver/pci.sys missing or currupt. is there another way i can fix this problem i dont wish to do a clean install
