On the several occasions when my task bar quick launch and notification icons have mysteriously failed to appear at startup I've used system restore to rectify the problem. Even when there was no "Start" button, I was able to boot in Safemode with CommandPrompt and run System Restore from there.
It is surprising that some people seem to under-estimate the value of this function. I know that there are times when one might want to disable System Restore, ( Particularly when cleaning up after a virus/malware attack) but for me it is something I am happy to have.
