System revs like a care engin whe

CPU/Ram: Pentium 4 512Ram

I have a Dell Dimension 4600 I bought in 2003. About a month ago I noticed the computer would start to "rev" like it was trying to turn on. Problem is that is continues to do this until you push the power button, then it turns on a boots.
Seconc problem that when it is off, the power button is unable to turn the computer on. Called Dell and they sent me a useless I/O pannel replacement. I need help.

Your post is a little confusing. Are you saying that your unit revs while it is turned OFF?

How do you manage to turn this unit on, if the switch does not work?

Sorry the post is confusing.

Yes. The computer "revs" while it is off and I turn the computer on by using the power button when the machine "revs". Other wise it is useless.
