System restore

I've lost my START menu and task bar. So after various ideas I thought I'd use System Restore. How do I get to it. No START menu so no System Restore button. Help

I tried the Windows key...no good. I don't know why I lost the Start menu. I was just doing my standard updates on Anti-Virus etc, then a reboot and it was gone. I also notice that the desktop icons now seem to take a while to load up. I don't have a user name and password. I just go straight in. In Safe mode there is no Start menu either. I did do a Restore Point a few days ago, so if only I could get back to that. Thanks

Navigate to C:\windows\system32\config\systemprofile\startmenu\programs\accessories to get to the command prompt. At the command line type %systemroot%\system32\restore\rstrui.exe.

Summary: For some reason when you go into "my computer" propities and to the "system restore" Tab the "turn off system restore" is grayed out and has (disabled by group policy)next to it. I dont you but i know...
