System restore outside windows?

Is it possible to start system restore from outside windows?
I have 2 HDDs with windows installed, one of them doesn't boot(hard to explain), the other one does. Safe mode with/without networking/command prompt does not work on the "broken" HDD.
Can I boot into the one that still works to access system restore on the broken one?

I'd get all my files off using a live CD. (it could be linux, beos, qnx, solaris and windows even)
MS suggests that you try a repair on the system. Funny that they sort of made it not easy to follow. Be sure you get instructions or you will make a very common mistake.
See also bart's pe, ubcd4win and you should be able to use a Vista dvd to use restore. I never tried it but it should work. I know barts does.
I read it wrong and answer it wrong too. So get off my case you peanut.

Summary: Just a note: Using System Restore too many times can cause more harm than good. After doing a restore that does not fix a problem, then UNDO the Restoration, and try another restore point. Maybe the f...
