system restore hangs up

Hi, I removed old HP photo software. System would boot to check disk and recycle. I did system restore. System restore ran fine but continually asks for HP cd rom to reinstall old program. Don't have old disk. Can't get around by closing install. Now I can't turn power off,hibernate etc. without holding "power" button. Can't start without hanging up at "Windows Installer" window. Must also go through or skip check disk screen to boot. Eventually I can get computer operating and get to programs. Please advise how to get around "Installer", shut down properly and boot up cleanly. I've rerun a registry cleaner to no avail. I'm a new guy and hope I asked this right. Thanks for any advice.
