system restore disappears

OS: XP Pro
CPU/Ram: 1.3 gig 512k

when I right click my my computer icon and check properties as soon as I click on the system restore tab the window just closes
If I click on it from the start menu it says it's not available please restart your computer. I've searched the forums here and haven't found this problem. I ran ad aware did a full virus scan and repaired the xp files with sfc\scannow with no luck
any ideas anyone?

Try accessing it with a tweaking program like tweak-xp, or in worst case, reinstall windows-xp by selecting the upgrade option.

i tried reinstalling but it says its missing a hal.dll in system root
and it wont continue

You need to install recovery console. Go to HELP and search for recovery console and follow the directions.
