system restore disabled

There is no system restore tab on system properties, the service is running and set to automatic on administrator panel, and the registry key "DisableSR" is set to 0. For reference, I'm using SP2 Pro, and Kaspersky 6.

I'm logged on Administrator, and there is no /system/system restore folder under administrative templates. There is only Windows Media Player and Windows Update.
