System restarts during bootup

I have a system that is running Windows XP Home. It gets so far during bootup then restarts it self. I have tried: booting off a Norton AntiVirus CD and Scanning for virus'--No Virus' were found
I've tried Safe mode--got to login screen selcted Administrator the system rebooted
If you have any equipments like Ti89 computer connector cord to your computer, that might be the problem. I had this a while back, fixed it by removing the damn software and cord.
