system hangs opening .NET based app

Anytime I try to load an application requiring .NET framework my system completely hangs, everything else works fine, but if I try to open something like Paint.NET or CdBurnerXPPro or any other program that I know uses the framework, my system completely hangs, can't escape out of it without powering down. Any idea how to fix this?

Thanks, I managed to fix it by reinstalling it, usually thats the first thing I think of, just wasn't thinking lastnight.

If it happens again you may need multiple versions of netframwork. Newer doesn't replace older. I have multiple versions with updates for all.
