Has this computer ever worked, or is it a newly built unit that you just got put together?

Is the Hard Drive newly installed, or has it had an operating system installed on it before?

I've seen this happen tons of times.

Go back through and make certain everything is plugged in properly.

Check for bent pins.

Check, that the Drives are "mastered" properly.

Get the book out and Double Check what you have already checked 3 times before.

It sounds like you have a simple jumper mis-jumped, or a wire mis-connected, or in a rare case, a bent pin.

New stuff has a coating that has to be worn a little to make a good connect, so unplug everything as you check it and reconnect firmly.
