System Halted

OS: Windows XP Home Edition
CPU/Ram: 512mb RAM

Everytime I try to boot up my computer it goes to a black screen saying, "Boot Failure: System Halted". So after that I restart it and it does the same thing. So I unplug the main power cord from the back and put it back in and it boots up. Then after about a minute after I log in(so I can't change anything because it hasn't loaded yet) it shows a blue screen. Somewhere in the blue screen it tells me to restart it and boot it up in safe mode, but after I'm tapping F8 I only get two choices and there is no safe mode. And when I chose the other two choices the result is still a boot failure. This started happening to me from this morning I think because last night I ran disk defragmenter with only 6% space. It said it might not work properly, I didn't think it would halt the computer. What should I do?

can you boot to dos mode with a boot floppy?
If so at the a prompt type in scandisk c: then hit enter and do a full surface scan

Would the boot floppy come with the computer or what, because I'm not sure what that is.

windows boot disk, if you dont have one you can get one from BOOT DISK.COM

Ok, I used my Windows XP disk and went to ATAPI CD-ROM and there are two options: to repair windows and to install windows... one problem, when I go to either of these, it says the Setup did not find any hard disk drives installed on my computer... and I have to quit.

when you start your computer,can you get into your bios and does the bios recognise the hard drive
