System folder opens during startup

OS: Windows XP Home
CPU/Ram: Athlon 64 3700+/1 GB PC27

I know it's a common problem, so I tried the two common solutions: checking the startup folders and checking the registry, but didn't find anything too unusual. However, there is a desktop.ini file in the startup folder that contains the following:

[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21787

Would this cause my system folder to open when I start WinXP? Is it safe to delete? And, WHAT THE HECK is this file?
