System Error: Permission Denied

CPU/Ram: P4-1.8GHz/512M RAM

During installation of a program certificate with a program called TQSL, I got the following message:
System Error: c:\Documents and Settings\jallen\Application Data/Trusted QSL/keys/N8JA:Permission Denied.
I find that I am unable to change the file, even though I have administrator function. The Documents and settings directories were rebuilds via a restore function from a backup program, after a nuke and pave. I am guessing that somehow there is an ownership carry-over issue.
How can I identify the folder and file ownership, and how can I change all ownership under XP to myslef. This is a single user machine in my family office, and I am the owner.
These problems will occur even on a clean boot via MSCONFIG.

Neither the software nor manual administrator can remove or change files in this directory.

Frist
I was thinh during backup, you forget set folder attrib to active.
If folder with Hidden, System, Read Only attrib , you can't change thing or place new into.

Second:
If there is share folder, let remove permission , protect password or give it full control.
