System does not recognize boot disk

I recently built a new computer for myself using an Intel Board and several other new computer parts, including a DVD-RW drive and a new 120 GB SATA drive. I put the thing together no problem, went through the BIOS setup and the computer had detected all the different drives. Now when I put the jumper in normal mode and started it up I got the error message "Reboot and Select proper Boot device or Insert Boot Media in selected device". No matter what I changed around the BIOS setup it stil would not read the XP cd in the drive. Im pretty sure everything is connected properly but it could that all the new kind of drives im not familiar with are connected wierd.

What jumper did you set to "Normal" Mode? Are you trying to boot to the CD so that you can install XP? What is the boot order in the BIOS?

Cd rom must be first or second boot device with hard drive as # 3. make sure the drive you want to install OS to is also the third drive in boot order as well.
