I have tried changing the vid card and have tried changing ram but still get NO SCREEN it sounds like it is trying to boot but stops.. I have also tried clearing cmos still it does the same thing.. Break it down a bit, does your monitor work with another computer? What sounds does it make while booting? Are there lights on your monitor at all? It might sound like a dumb question, but you didn't mention it, so i thought i'd ask to rule out problems.

Reseat the RAM and Video card. Try different memory if you have some available. Could well be a fried CPU.
