Is it an extra 30 mins every day so that if it is 1pm on day one it is 2pm on day three?

It could be the time zone settings are wrong and the windows time sync is moving your time.

Does it change while the computer is on?
Or only off?
Check your battery voltage (computer off) Replace if under 10% of rated voltage. If not battery, the RTC might be bad. If newish neans warrantied, take it back.

Yes
Place positive probe from meter on battery top and negative probe to ground.
