System apps don't work

CPU/Ram: Amd 1700+ 391mb ram

I can't access system rtestore, media player, help, extended view services, or search. This system is scratch built and the os was installed at a local computer store, so I don't have the XP Pro disk. I DO have an XP Home upgrade though and tried to install it on another HD from an old machine. The thing is that the old HD has an upgrade version of ME. I installed that drive in my machine and when I go to boot up it automatically says ok to the IDE log, then wants to boot from a floppy. I put the boot disk for ME in, the A: prompt comes up, I type "win" and I get Registry file not found, IFSHLP.SYS BTW the HD with ME on it works fine in the original machine. It's only when I put it in the other machine with the XP Pro installed (as the slave, I made the ME disk the master. I wanted to use the ME drive as an OS drive, then I want to wipe the XP drive and just use it for apps, progs, and storage.)
I've also tried to overwrite the ME drive by booting from the cd (XP Home upgrade) but it says it can't perform that function in dos.
If anyone can help, I would really appreciate it.

Go into your BIOS and set your first boot device to CDROM. Then pop the XP upgrade CD into your CDROM and boot up your computer. It will boot from the XP CD and choose upgrade. Or you can format your HDD and do a clean install of XP to the ME drive with the upgrade CD. You will be prompted for the qualifying media which will be your ME CD. Just pop it into you CDROM when ask and away you go. No worries. If you don't have the driver CDS for your Hardware, then you will need to leave the XP PRO drive intact untill you can transfer all of your hardware drivers over to the new install. Then you can right click on my computer,then manage, then disk management and from there you can reformat the other drive when you are ready to.
