SysData.xml Error

ok after this long discussion let me share what I have learned about this ein startup error.
I recently installed an unsigned driver for my modem, before finishing installing my PS just reboots.

upon startup I'm confronted by this error.
!!System Recovered From A Critical Error!!
C:\WINDOWS\Minidump\Mini120101-15.dmp
C:\DOCUME~1\SUMEER~1\LOCALS~1\Temp\WER1.tmp.dir00\sysdata.xml

After I install the previous driver and restart, I get that error again
This is ok.
I delete the "Wer1.tmp" folder"s" and the contents of minidump. restart and Viola.

THe file we're speaking of is a System configuration File generated at startup and if a Device conflict is present it gently causes a problem
