Is anyone aware of a program that can turn a computer on at a certain time then switch it off again? I refer to the computer being off at the time and not on standby or sleep mode.

In order to turn on a dead computer, SOME part of it must be on.
Remote turn on systems for EXAMPLE, have a power lead that bypasses the power switch and connects directly to the ethernet card. There is a curciut within the card that is always powered up and waiting for a "power up" signal.
So powering up a dead computer depends more on the HARDWARE as opposed the software.
The more expensive machines will have this capability and choice built into the BIOS, which of course you will be able to view if you have it.

You can remotely turn a PC on/off with 'X10' units.

There is an option in the Bios 'power' section that has to be set to 'power on' after a power failure.
However powering down a PC without using the normal 'Shutdown' procedure is not a good idea.
