Switch won't assign IP address

Specs: Windows XP Pro, 3.0 GHz/1 GB
Have Netgear 4-port DSL Web safe router, and was accessing internet with two different computers. All of a sudden, one of the computers could no longer assign IP address, all are set to zeros. Have reset Netgear, bought new network card, and have gone through many steps towards establishing the "automatically assign IP address" results. Even entering the addresses manually does not get us on the internet with this particular computer. Other computer works just fine.
Any ideas?

Have you tried to use the software that comes with the network card, instead of allowing windows to manage the connection? Have you also checked out the settings for the specific network adapter in Network Connections?
