Super Slow

Freash install of XP runs super slow. Tried with 256 and 512MB RAM. (No help from the extra RAM.)
Opened Task Manager and found only 27 processes running.
Explorer.exe uses between 13-20% of the CPU. Task Manager is using 70-80%
Any ideas as to what can be causing them to hog the CPU?

OMG why do customer's not tell you things when they bring in a PC like. "Oh yeah I was in the BIOS playing around." That would have made the job of finding that the CPU Cashe was disabled.... LMAO
While running a test on the CPU I saw it was disabled. Went in and enabled it... Holy cow it runs properly now....
