super slow laptop

Hello. I am trying to fix a dell laptop that is basically very slow to work in. It boots at a normal speed (in normal mode) and the start button will act at normal speed, but things like opening a program/clicking a shortcut/ctrl-alt-del for the task mgr will take forever. this occurs on and off network. the machine has very little software installed on it. almost the entire drive is free space. nothing virus looking. The problem also occurs in safe mode and safe mode command prompt- launching programs from the command line as well as from program manager, the only difference being that it takes forever to get into safe mode/prompt. the machine seems to be working hard but nothing abnormal appears in task manager. I do not have a diagnostics program other that the "thorough" post diagnostics check in the bios, which finds nothing wrong. Can you please help me? If you are reccomending a hardware diag program could you suggest something that is cd bootable? Thanks in Advance, justin
