Strange Keyboard Problem

I’ve got a sticky problem and sure could use someones help.
I’ve got a Vaio laptop running xp2 with 2 users. When one of the users is logged in, the built in laptop keyboard works fine. When the other logs in, the laptop keyboard consistently types wrong letters. I.E. “C” types “o” and P types “Q”.
The substitutions are always the same and occur in all programs including notepad and when trying to enter a program name on the “run” command line.
Here’s the sticky part. An external keyboard works perfectly on both users.

On the troubled account go to Control Panel – Keyboard icon – Hardware tab - be sure the correct keyboard is listed. Then go to Control Panel – Regional + Language Options – be sure English U.S., United States is the choice in the two drop down boxes. If no luck, remove the keyboard from the Device Manager and reboot; Windows will reinstall the driver.

LL's advice is good, but there is one more place to look under the Regional and Language options: Click its Languages tab, then Details button. You'll see a keyboard icon. Check that the language right below it is correct (and that's it's not set on, perhaps, Dvorak layout).
