Strange Icon on Desk Top

An icon appeared on my desk top. It's a sheet the top right corner turned down. Within the sheet looks like a web page. At the bottom outside the icon is the symbol ~ underlined. When I try to find out what it is I get the following: res:/C:\WINDOWS\system 32 - URL\shdocic.dll/http_400.htm It is 224KB in size. What is it and how do I get it off my desk top? Is it important and if not how to remove it. Any help is appreciated.

Tufenuf, Thanks. I have been occasionally getting the ~ file on my desktop and always suspected that it was some suspicious site that was trying to access my address book.
