Strange (double)taskbar

Hi friends!

It is maybe a silly problem but I've been asked to "redo" the task bar on my friend's PC which is somehow "double".
I explain it precisely:
- normally there is a START button on the left and than, going to the right there are few quick launch icons for some of the programs installed on the PC, further to the right appear the shortcuts of the currently launched applications and in the right corner there is a clock and some other icons (language button and others)

The problem is that under the bar that normally contains all those above mentioned items there is another bar where the shortcuts of currently running applications appear and they don't appear in the bar with quick launch icons etc.

In other words there are TWO bars and when I tried hide the task bar (clicking with MBR and choosing the option "hide the taskbar") only the lower bar disappears where the shortcuts of the applications are.

So in the "best case" there is a "traditional bar" visible but no more the applications shortcuts.

I'm sure the problem is probably as easy as children's game but I cannot help it.

All that is needed is to first right click an empty part of the takbar and untick the lock the taskbar box. Then slowly pass the cursor vertically over the top edge of the taskbar. You will see a doubleheaded arrow when in the proper position. Now left click and hold while dragging the taskbar down until it is one bar wide. Rearrange icons to suit and then lock the taskbar again.
