When I put together my computer, one of the only problems I had was connecting the USB ports to the bus on the motherboard. I had done it before on several systems and knew what each wire did, but the god forsaken motherboard manual did absolutely nothing to give me even the slightest inkling of which pin was which. Well it turned out that the manufacturer, in all of its wisdom, decided to leave out the grounding pin - and now, half the time I connect a USB device to my case, my computer restarts. This can't be good for the motherboard. Should I just ground out the chassis, or am I missing something?

Unsure really.
Try grounding the cable to the case and then plug a USB device in, if it still shorts out, then I have no idea really.
