CPU/Ram: intel celeron 516k

Can anyone help me, i am trying to start computer and get this:
windows could not start becuase the following file is missing or corrupt:
\system32\ntoskrnl.exe.
Please re-install a copy of the above file.

I do not know what to do, called compaq presario support and all they can say is that i have to $50+ to get a 1 year warranty. Hell noo!

So can anyone help me.
