Comment:

When XP starts, the desktop appears but when all the icons are present and the cursor is a plain arrow, placing it over the Start button causes it to turn to a full hour-glass. THis happens however many times I try, but eventually, after 2 full minutes, everythings' OK (although the PC seems to run alot alower than usual)
Any ideas?

I have been researching this problem with no positive results as yet. If you CTRL, ALT + DEL to bring up the Task Manager you can end task on Explorer.exe and then re start it again. Beware though as this does not enable all apps and real time protection on Norton does not start. Log off username and then log back on again fixes the problem and you can work as normal.
I will let you know if i discover the correct fix.
