Startup menu Disappeared

I just installed a 128 meg ram card, and a 64 meg geforce 4 graphics card, after I did, My startmenu and Task Bar disappeared... I also get little multi colored dots throughout the screen . How can I fix these problems?

Hi 1. Update/reinstall driver for your video card. 2. Press somewhere on your desktop with the right mouse button and click on properties. Once there click on Settings tab. Look at colort, set it to 32 bit. Also change resolution to 1024x768. That's it

I did everything you said in step two, but that was already set, i fiddled with it, the start menu seems to be deleted or something....I will try to reinstall the driver though, Thanks for your help.
