I recently found the file hpztsbo5.exe on my startup config. Can anyone tell me what it does/is, and if I need it?

I have hpztsb08.exe on my computer. I suspect you have an HP computer. I did a little digging and came up with it being HPDJ Taskbar Utility. It's in the c:\windows\system32\spool\drivers\w32x86\3 directory. You decide if you want to get rid of it. I don't know what it does but hopefully I gave you some kind of clue.

Ah, now I see it. DJ would be Desk Jet. I don't think you need it, but it's your decision.

You can safely stop it starting on boot through msconfig, its not needed on boot and it will start anyway when you send a job to the printer.
