Startup doesn't allow exe's!

First of all, I know it's not normal practice to place executables in the All Users startup folder, but did anyone know you can't place an executable into the startup folders with XP SP2.
Access Denied is the message you get.
Simple file sharing is switched off and NTFS permissions are accessible for the folder. Even in the local users effective permissions are full control and they are the owner of the startup folder, you still can't place exe's in there.
The problem comes when you have an executable in the startup folder with SP1 (works fine) and then upgrade to SP2 and you can't get the exe out of the folder without booting into safe mode.
Any ideas how I might get the file out of the startup menu without booting into safe mode?
if my problem is the same what do we do. My msn browser now tells me msn6.exe is missing and can not run the program. It was in my start and xp sp2 just updated last week maybe causing this problem? Help
