start/programs menu blank for about 30 second

Specs: Windows XP, 2gb
When I hit start/programs it takes about 30 seconds for the programs to appear other than recently opened programs. This also locks up the computer until the programs appear.

Here are some tuneup tweaks, try them one by one.

If you are not doing anything involving Proxy, set up as per one of these.
Windows explorer slow to display files.
In Power Options, nothing ticked in Advanced.
Disable Indexing Services

Boost slower Windows XP clients by adjusting the Performance Options dialog box
Application Slow-Downs in Windows XP
Control Panel > Network Connections > Right-click your main network connection, choose
Properties > Double-click "Internet Protocol (TCP/IP)" > Click Advanced button > Select WINS tab.
The solution I've seen recommended and posted in various places is to remove the check mark beside "Enable LMHOSTS lookup" on the WINS tab and/or "Disable NetBIOS over TCP/IP" People report that the application slow-downs go away.
Not networking, this will help.
1) Control Panel -> Internet Options
2) Connections tab
3) LAN Settings
4) Uncheck "Automatically Detect Settings"
Simple File Sharing is enabled by default if your computer is NOT a member of a domain
To disable Simple File Sharing:
1. Start > My Computer > Tools > Folder Options.
2. Select the View tab.
3. Clear the Use simple file sharing (Recommended) box in the Advanced Settings area.
4. Press Apply and OK.
Unknown hard drive activity.
Right click an empty part of your desktop > Properties > Display Properties > Desktop > Customize Desktop > Desktop Items.
Down the bottom of that screen, uncheck > Run Desktop Cleanup Wizard every 60 days.
