Start Menu Acts Funny

I have 2 machines running Win XP SP2. On both machines I have enabled the Classic Desktop and the Classic Windows (so everything looks a lot like the old Win 98 SE OS). On one both machines I have organized the Start Menu folders/items into 26 alphabetized folders and 1 numeric folder for a total of 27 folders. This quantity of folders never changes.

On one machine the Start Menu opens into a single column that does not scroll because all 27 folders show up at once. This is nice and neat and just the way I like it. On the other machine however the column opens up shortened and with a scroll arrow at the bottom of the column. When I put the mouse pointer on the arrow to expand the menu the menu shows up two-tone, that is the menu is banded light and dark gray with some folders in a single light or dark gray band and other folders grouped together in wide bands. This just doesn't look right.

I have tried using TweakUI to set the Start Menu to not scroll but it doesn't seem to help. Does anyone know how to get the Start Menu to open into a single, no-scrolling column? I tweak my registry as often as I need to so if anyone has a registry fix/hack that will solve my problem please don't hesitate to tell me.

Taskbar and Start Menu Properties -> Start Menu (tab) -> Customize Classic Start Menu -> (decheck) Use Personalized Menus
