Is anyone privy to any application or even a .bat file that can create identical settings for multiple users not on a domain in XP? Trying to cut out the tedious aspect of manually doing this. Thanks in advance.

When you get into server products there are many management tools for handling users. But your availability for non-servers is pretty rare.

LDAP is certainly one of the more common choices but probably outside of your requirements.
