SSL, IE6, can't view https *long*

okay so for the past 2 days, i have tried everything to get my browser to let me view secure (https://) web sites and log into messenger. Here is what i have done:
-checked ssl 2.0 and ssl 3.0 in options -looked over security settings in IE6 -checked my cipher strength - 128bit -searched both, this site and MS knowledge base and tried everything i found. -reinstalled MS vmachine -restored my computer to where it was 2 weeks ago -and called my isp, which they said it was on my end
i need to pay my bills online! waa The only other thing i know is to download netscape and try that?

Do you connect through a proxy, have a router, software firewall, script/pop-up blocking software or some sort of tcp/ip filter? Can you think of anything that you've recently installed that would effect your ssl? Particularly something that could block port 443?

Nope this computer is not part of a network or a proxy. nor does it run any kind of firewall, including the windows firewall. I did install a few shareware items last week before the problem start, just image grabbing software for web sites..removed those items shortly after install. My problem is not just in viewing the webpage, but also loging onto msn messenger, windows update, or using any kind of installer program such as netscape downloader.

Could be your msi.dll got hosed.
Try reinstalling that file from your cd.

done, didn't work, guess im S.O.L. reinstall seems to be last resort thanks for all the feedback
Try downloading Mozilla from mozilla.org. I use Mozilla and Mozilla FireBird exclusivly on Windows, and use it to pay most of my bills and I don't have any SSL issues. Even if you don't want to swtich from IE it might enable you to do what you need to do while continuing to try to figure out what's up with IE.

Type in... regsvr32 softpub.dll
click OK... Restart computer...

THIS IS BAD! Hey guys, if you wane try to have same problem just change your time on your pc to let's say 1999 something. Try to go to any https web page and ?????? NOTHING YOU ARE GONE Than go to change your time back to curent time and go to https and WHAT? nothiiiing again.. What can cost this??
